Crisis and Resilience Fund (CRF)

From 1 April 2026, the Household Support Fund (HSF) is being replaced by the Crisis and Resilience Fund (CRF). The CRF funding includes a Crisis Payment Scheme where low income households living in Richmond borough can apply for emergency financial support.

The aim of the new CRF Crisis Payment Scheme is different. It has a stronger focus on helping people to cope better with unexpected changes in financial circumstances in the long term, reducing the need for emergency support. This means helping people become more financially resilient.

The Crisis Payment Scheme is delivered by RAID (Richmond Advice & Information on Disability) and Citizens Advice Richmond on behalf of the local authority.

You may be eligible if

  • You live in the London Borough of Richmond upon Thames, and
  • You are a low income household experiencing financial pressure or an unexpected financial shock and need short term help to stay safe and well.

Residents with long term health conditions, disabilities and carers can apply through RAID.

Resilience Support

If you are struggling with the costs of living, advice and support continues to be provided by RAID and other local organisations; Citizens Advice Richmond and Age UK Richmond.

Where appropriate, we will make referrals to other support services that you may benefit from. This may include helping you to access benefits, or helping you to manage your bills and debts.

If you are struggling to pay your Council Tax, you have a Housing Benefit Overpayment, or you have a financial emergency support is also available within Council Tax and Housing Benefits teams of the council. If you are struggling to pay your rent, you may be entitled to an additional Housing Payment on top of your normal Housing Benefit or Universal Credit payments.
